Just found this website http://filezilla.ru/ They distribute FileZilla in Russian.
It's interesting if they do it legally?

FileZilla's license permits redistribution. From what I can tell the files offered on that site are the original one, so nothing seems to be wrong there either.

The only issue with that site is that at first glance they do not seem to be offering the source code of FileZilla as required by the GPL.

It's a scam site. They are piggybacking on the Filezilla name to make money on ads.
