Hi I have my website in wordpress and I'm not clever, I have a problem with a plugins I can not delete the admin panel and they recommended to use this program to remove plugins someone can help me thank you.

What plugin is it?
What admin panel do you want to delete... the one for the plugin?

In WordPress, once you have logged into the admin of your site, select "Plugins" in the left-hand menu.
Find the plugin you want to delete.
Below the plugin, click-on "Deactivate" if the plugin is not deactivated, because you cannot delete an active plugin.
Once deactivated, there should appear a link "Delete". Select this and it will take you to a window which ask if you really want to delete the plugin.
Select yes.

If this does not work (and it should), you can use Filezilla to remove plugins by connecting to your site through FTP with Filezilla. (https://www.siteground.com/tutorials/ftp/filezilla.htm)
You should be connected to the root of your site.
You will see a list of directories (folders).
Look for one with the name "public_html" and open it.
Here you should see your WordPress installation.
Open "wp-content" and you will see "plugins".
Find the directory (folder) with the name of the plugin you want to eliminate, right-click it and select delete.
It will ask if you really want to delete this... just answer "yes" or "ok".
