Connection timed out after 20 seconds of inactivity

Hello,
I have been trying to connect Filezilla and transfer files to the website Usegalaxy.org. However everything I tried thus far has been unsuccessful. Every time I attempt to log on I get the error message below.
Status: Waiting to retry...
Status: Resolving address of usegalaxy.org
Status: Connecting to 129.114.60.179:21...
Status: Connection established, waiting for welcome message...
Error: Connection timed out after 20 seconds of inactivity
Error: Could not connect to server

I have read the wiki instructions and tried port 20 and 21. I have also had the IT department check the IP address to ensure it was the correct one and a functional one and it was. I have emailed the support team from galaxy and they ensured me that everything was up and running on their end, and the IT department said there were no firewalls on my end preventing the connection so I am lost as to what the issue is. Please help!

What happens if you set a larger timeout value in the settings, say 60 seconds?
