same issue on 4 different windows 2008r2 (1x hardware, 3x viritual)
and on one Windows2008 (SBS2008) virtaul
internal FTP only all plaintext (no FTPS)

after restart works for some time than "hard" hangs, cannot stop service (status stopping) nor kill the process

This is something Microsoft broke in Windows itself and which only Microsoft can fix. Please bother Microsoft 24/7 until there's a fix. The more people complain to MS the faster a fix will arrive.

Looks like these updates are currently not offered through WU. MS likely is investigating the issue.

The sad part is that neither of the listed changes have anything to do with this issue.

I manage a number of distributed Windows 7 PCs that run FileZilla Server.

I noticed on the ones that have had Windows updates this month, we would see very similar characteristics.

Remote FTP sessions would work fine, then stop. No activity in the FileZilla FTP logs.
I tried FTP sessions via hand, no response.
I even logged into the localhost and tried to ftp 127.0.0.1 no response.
TCPView showed FileZilla Server was listening on Port 21.

I then tried to kill the FileZilla FTP Server service and it would hang in the "Stopping..." state. I could not kill the task in Task Manager, command line, WMI calls, or in ProcessExplorer. Reboot was the only thing that would solve it.

I noticed some people removed KB4338818 with successful resolution of this problem. It looks like by the date of these posts this was before Microsoft released a workaround.

I'm trying a different tactic.

July 2018 Monthly rollup for Win 7 x64 KB4338818.
One of the issues that addresses is CVE-2018-8206
The security update addresses the vulnerability by correcting how Windows handles FTP connections.

There are some known issues with KB4338818:

If you read the SQL and IIS related known issues, they sound very similar to what I just experienced. Inbound connections do not work, and when you go to stop SQL server or IIS, it just hangs in the Stopping state. That’s exactly what I just went through with FileZilla server.

They suggest installing 2018-07 Preview of Monthly Quality Rollup for Windows 7 for x64-based Systems (KB4338821).

Hi , did you resolve this issue? My FileZilla Server stop working and get stuck on stopping and I can't stop the service via command line.

So far so good, I think you either need to back out KB4338818 or install KB4338821. (Note the KB numbers change slightly based on the host operating system in use, those are the Windows 7 numbers)
