having the same problem... i believe its a problem on my ISP's end perhaps? it only works if I use 'plain ftp' any attempt to use TLS, it just stops at the MLSD command then times out.
with both FZ 3.8.0 on Windows XP Sp3 and FZ 3.39 x64 on Win 10

update: after some digging I think my isp (BlueHost) doesn't actually support TLS. however, they do support SFTP once you activate your shell account...
