I'm having trouble establishing an FTP connection when I'm on certain Wifi signals.
These same connections have worked for me for a few years now, the only difference I can note is a change to my OS, to Mojave. Now I can only connect from certain internet signals. From various free wifi's I've tried, and my wifi from my tethered phone even won't let me connect. I get a 'Connection Established. Waiting for Welcome Message' then it times out. Connection works from my home signal, and various offices, even some coffee shops and other free networks.
I can't really explain it. Has anyone run into this?

Could the respective WiFi operators of ISPs be blocking non-HTTP(S) traffic?
