Disable Force TLS for LAN / VPN connections ?
Is there a way to keep forced SSL/TLS enabled for WAN connections but disable it for specific IP ranges to allow higher performance for LAN and VPN connections in which the encryption is not needed?

No.
As for performance, do you have multi-gigabit network adapter?

Re: Disable Force TLS for LAN / VPN connections ?
No but shouldn't need one as its a personal file server only my laptop and cell phone are usually connected to it and there is a read only public share I use when I dont want to deal with image hosting sites for memes and such but that doesn't generate much traffic at all. Honestly the bottleneck is mostly the android but I am unsure if its encryption overhead or just the write speed on the device's SD card. but most transfers cap out around 8 - 10 megabytes per second. My laptop doesn't have this problem tho

You can enable forced TLS per-account. So, all you need is a separate (cloned) FTP account for the LAN-only connections that has plain FTP allowed.
