In 3.46.0, i create a folder "Upload",and chmod it to 777, it works.
In 3.46.2, i create a folder "Upload", and chmod it to 777, got a Error message (Error: get attrs for Upload: no such file or directory), and the folder's Permission will be changed to 755.
Server System:
CentOS Linux release 7.7.1908 (Core)
Release: 7.7.1908
Apache/2.4.6 (CentOS)
Client System:
Windows 10 x64
Protocol: SFTP

Filezilla 3.46.3 has been installed , chmod 777 can works.
