How to restrict permission for using Filezilla server

I have two user account on Windows XP pro sp2,
one for Admin and another for user.....

Is that possible to restrict access permission for avoiding modifying by user when logon by user
What I'm gonna do is to run Filezilla server once Windows run, but cannot be modified, deleted, added...ANY configuration by user when he/she logon.
How can I do for this kind of permission on Windows XP or Filezilla server...Thanks a lot :)

PS. my server version is 0.9.12beta

First of all, make sure to set the correct filesystem permission. Then, inside FZS, set a password for the admin interface.
And make sure the user account does not have the permission to start/stop services.
