Can connect with other client but not FileZilla

I am able to connect to my site using the FTP client in DreamWeaver but when I try to connect with FileZilla this is what the output is:

Status: Resolving address of cswb.vndv.com
Status: Connecting to 207.210.86.253:21...
Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server".
Error: Could not connect to server

FileZilla is easier to use considering I am uploading files from folders located in various places on my hard drive so I was hoping someone could tell me how I might get it to work. I know the host, user name, and password are correct and I am using Port 21. What am I doing wrong? Thanks.

Looks like DW is allowed in your firewall(s), but FileZilla is not. Thus FileZilla is blocked. You must allow FileZilla to communicate freely.
