FileZilla wont transfer .dll, VDF, and text files?

I've been trying to install Sourcemod and metamod into my TF2 server for 2 hours, and cant figure out why it wont let me transfer some of these files. Whenever I do, I get errors like this.

I seem to keep getting the "Response: 500 Access denied. File can't be uploaded."

WHY NOT? D: I really need help... I don't get why most of them are dll., VDF, and txt's either.

FileZilla will transfer anything you want. But it looks like the server won't allow it. Could be a number of reasons (quota, filetype restriction), but only the server administrator knows.

Thanks for replying, and yes it was the server itself. I sent a ticket regarding the issue, and he fixed it up. He forgot to lift the permissions!
