Windows 7 firewall

My windows 7 firewall is blocking the FTP connections. I'm not sure what to enable. I have port 21 and 15000/15001 (custom port range) fully enabled on both home and public network. With my firewall shut down the FTP works perfectly but I don't want to keep it permanently down. any ideas?

I type in the address and I get the filezilla login. I enter the credentials but it gets hung up once I hit okay

the error message I get is "an error occurred opening that folder on the FTP server. Make sure you have permission. Details: Time out"

Much too few ports, custom port range should have a minimum of 50 ports.

Using that crappy IE to connect? Use a real FTP client.
