One slot upload speed problem

I did search the forums somewhat, but couldn't find exactly what I am going to be asking.

Server: FileZilla
Client: FileZilla

When someone connects to my FTP server, and uses at least 3-4 connections, they get my full upload speed of 15Mbps.

But, once their connections drop to 1-2, each slot is only able to get around 400kBps.

So, my question is: Is there anyway to give one slot my full connection speed?

Have removed all limits in the server settings.

Also, I had the clients set their "Burst Tolerance" to Very High.

Also had this problem using GuildFTP, but, Guild only wanted to give 200kBps per slot.

In the server settings, try increasing the network buffer size tenfold.
