Just spoke with my host- seems like it's from the latest FileZilla update- that the USE EXPLICIT FTP OVER TLS IF AVAILABLE option wasn't going back to the insecure if TLS is unavailable.

But TLS _IS_ available. The server explicitly agrees to using it.

You need to ditch your current hosting provider and switch to a better one. Your current hosting provider is making lame excuses for not being able to properly configure their servers.

Personally, the only type of hosting I can recommend is bare-metal root servers.

So don't know what to do! I was in touch with my host and they say:
I have checked your case and can confirm that the issue is not related to any server setting on our end.

I was able to upload a test file on to your account using FileZilla.

This leads me to believe that you are not able to achieve your goal due to a firewall (router) setting on your local computer or the particular FTP client you are using.
I just did a Windows 10 update the other day- could it be something from that?
I really appreciate any help!!

Your server is working and assorted routers/firewalls have been correctly configured for plain basic FTP as performed by this test. However there have been warnings about compatibility issues, not all users will be able to use your server.
For maximum compatibility, consider resolving these warnings.
What does that mean?

The warnings were:
Warning: Plaintext FTP is insecure. You should use explicit FTP over TLS.
