could not connect to server

Some days ago I installed fileZilla sever on my window web server for the first time.
I remember when I install for the 1st time, I type form.kr in Host and 15000 port
After that Actually I did remove it and reinstall it several times.
For the 2nd time later installing, it didn't ask hostname, and I didn't change default port "14147".

Anyway when I click the icon of FileZilla Server, it says like the following.

If you want to administrate an instance remotely, you need to first locally connect and enable remote administration,

Can I say it I try to connect it locally?
If you want to administrate an instance remotely, you need to first locally connect and enable remote administration,
I never connected it remotely, I will connect it remotely after I succeed to connect it locally.

How to succeed to connect locally and enable remote administration ?

You need to use localhost as Host name. Default admin port is 14147.

Now it says like the following.

Transport Layer Security. FTP over TLS is for FTP exactly what HTTPS is for web browsing. I's FTP with end-to-end encryption.
